For over 24-years, this 2300+ inmate facility operated dysfunctionally and continuously failed to meet fifteen key compliances outlined in consent decree order, issued by the Northern District Court of Georgia. On the verge of federal receivership, Charles was chosen to custom design, train and launch Compstat as a pilot project to 80 employees on a working shift. In less than 9 months, the Federal Court Monitor observed remarkable improvements and reported unprecedented 95% or better compliance ratings to the presiding judge. This improvement has been consistently maintained since the pilot in 2009.
As a result of the successful pilot, Charles launched Compstat to over 700 executive and line staff and is now the day-to-day core philosophy of the organization.
